Condor was a subcontractor to Bird/Kiewit who were the prime contractor in charge of building the new Metrolinx maintenance facility. Condor was responsible for the design, manufacture, wiring, installation, testing and commissioning of the complete signal system – both the wayside and the control office.

The wayside consisted of 37 switch machines equipped with switch position indicator signals, axle counters for train detection, and an automated blue-flag system consisting of 28 automatic derails and associated blue-flags and lights. Microlok processors were wired in a hot standby configuration and were used for the software application signaling logic.

Train movements in the yard are controlled by a yard dispatcher using an entrance/exit based PC system TMM (Train Movement Manager). The blue-flag system allows workers to request blue-flag track protection from the yard dispatcher through remote blue-flag terminals. Once permission is granted, the system sets derails on the track being protected and lines switches away from that track.
